Colors are in RRGGBB format as stated in vlc_osd.h
int        i_outline_color;   /**< The color of the outline 0xRRGGBB */

 Seeking on a block boundary that is exactly the end of our already
cached data was incorrect.

Define the new sout_EncoderCreate in missing.c
