Backport win9x file opening fixes ( [15501], [15506], [15509], [15510], [15511], [15512] and [15518])

The number of crash reports on Linux make it obvious that 0.8.5 and 0.8.4 are not binary-compatibile, so we should definitely change the entry point name

   - removed the invalid SliderBackground.x and SliderBackground.y attributes
   - converted to unix file format
   - reindented properly

 (fixes some deadlocks/crashes when switching between layouts with
 the default skin)

  * both ways in !Win32
  * only wx->skins in Win32

Happens in particular if CAM decryption fails on channels where the pcr pid is 
encrypted but other pids are not encrypted.

Revert [15458] and change default scrolling behavior to "stoped". You need to click on the text to start the scrolling.
