Similar functionality wasn't quite available by combining
vlc.var.create() and vlc.var.get()

This can be used right away in lua playlist scripts, and possibly in
demuxers that support multiple video tracks

change default min-alpha value to 70

So that we have jp2k support on Windows and MacOS
