300 743 v1.2.1 mentionned '1111 1111', but 1.3.1 mentions '11 1111' only.
I believe it is a typo, (maybe, maybe not) but the spec is out, so people
will write encoders following it.
So, we do not look at the 2 bits of strong weight.
