Syslink-Fixed platform heapbuf cleanup order

Changed the order of heapbuf cleanup operations in
platform_stop_callback.  The heapbuf gate handles are deleted after
heapbuf is closed.  Otherwise the heapbuf close function will hang when
attempting to enter the gate.
