ARM: OMAP: Add support for 32KHz system timer for 24xx

Moved 32KHz timer from arch/arm/mach-omap1/time.c to
arch/arm/plat-omap/timer32k.c and added support for 24xx.

Please note that dynamic tick timer probably won't work
properly at this point on 24xx until idle is working.
