VPE loader janitoring

    
 o Switch to dynamic major
 o Remove duplicate SHN_MIPS_SCOMMON definition
 o Coding style: remove typedefs.
 o Coding style: reorder to avoid the need for forward declarations
 o Use kzalloc.
