Factorize some code from RTP packetization for RTP+mux case.

Most noticeably, this adds support for RTSP, SDP-to-disk and SDP-over-HTTP
to RTP/TS. In particular, --sout '#rtp{mux=ts}' now works even without a
fixed destination
