[SPARC64]: Fix section mismatch warnings in arch/sparc64/kernel/pci.c

apb_calc_first_last(), apb_fake_ranges(), pci_of_scan_bus(),
of_scan_pci_bridge(), pci_of_scan_bus(), and pci_scan_one_pbm()
should all be __devinit.
